Zcash Community Grants funding faces phase-out plan
By Azness Team ·
A Zcash co-founder wants to stop automatic block-subsidy payments to the community grants program, citing a treasury above $125M and a design built for far less.
Zcash Community Grants funding could stop receiving its automatic slice of new coins under a draft plan from co-founder Sean Bowe. With ZCG sitting on a treasury Bowe values at more than $125 million, he argues the program no longer needs a fresh 8% of every block reward. The proposal, published on GitHub, would leave existing ZCG assets alone and redirect that share elsewhere until the current funding period wraps up in 2028.
What happened
Under Bowe's draft, the 8% of the ZEC block subsidy now directed to ZCG would instead go to the Network Sustainability Mechanism. That mechanism is designed to hold ZEC out of circulation and gradually return it through future block rewards. Reserves ZCG already holds would be untouched by the change.
The argument is about scale. According to Bowe, ZCG holds more than $125M in funding and will take in millions more before the stream is turned off, and the program was never built to handle money on that scale. Under his draft, a second funding program taking 12% of newly created ZEC would keep its allocation.
The numbers behind the argument are worth laying out:
- ZCG's own dashboard showed 91,453 ZEC plus $8.8 million in cash, set against $2.4 million in outstanding grant commitments.
- Using an illustrative ZEC price of $1,300, Bowe put the value of the remaining balance at $125.3 million.
- At the network's target pace, ZCG receives about 144 ZEC per day, which at that valuation is worth roughly $68 million a year.
- The Financial Privacy Foundation, the body that manages ZCG's money, said program expenses came to slightly above $1.5 million in the first quarter, which works out to about $6 million on an annualized basis.
- Bowe calculates that, at $500 per ZEC, the treasury as it stands would fund approximately five years of spending at an assumed $10 million annually.
Nor is it the sole proposal of this type. Dragonfly managing partner Haseeb Qureshi proposed in September that the Zcash developer fund be shut down once its present period ends, cautioning that it could grow politicized as its value nears $100 million. According to ZecStats, the separate development lockbox contained 72,351 ZEC, valued at approximately $89 million.
Why it matters
For long-term ZEC holders, the dispute is really about how a privacy network pays for public goods once its war chest gets large. Automatic funding removes politics from the money flow but also removes a check on how much accumulates. A finite treasury forces harder choices about which grants are worth backing.
Here, the surrounding circumstances are important. The proposal arrived while a ZCG-funded outreach initiative at an adult-industry convention was drawing criticism. ZECsy sought $550,000 for activities that included adult-industry events, crypto conferences and workshops; the committee greenlit startup funding plus the first nine milestones, amounting to roughly $461,500. Committee member Hanh objected to the grant, raising doubts about its expense and about proof of durable adoption. That grant is not referenced in Bowe's draft, so it should not be interpreted as a direct reply to it.
Governance is the other piece. ZCG's five-member committee is elected by a community advisory panel and picks grants without a separate coinholder vote. Redirecting the subsidy would shift power over new coins toward the mechanism and away from that committee, at least temporarily. Anyone who thinks grant decisions need more community input may see an opening; anyone who values the committee's independence may see a loss.
Market reaction
Zcash (ZEC) is trading at $1,274.55, up 2.97% over the past 24 hours, on volume of $758,673,700 and a market cap of $21,676,964,310. That price sits close to Bowe's $1,300 illustrative figure, which means the treasury math in the proposal is roughly in line with where the market is right now. If ZEC moves sharply, the dollar value of ZCG's ZEC holdings moves with it.
What to watch next
No activation date is set in the draft, and it would need a modification to Zcash's network rules, making this a starting point rather than a decision. Keep an eye on feedback in the GitHub thread, on any revised version that establishes a timeline, and on whether other community members line up for or against it. The 2028 conclusion of the current funding period is the backstop Bowe is aiming toward.
Two scenarios are easy to sketch. If the proposal gains traction, ZCG becomes a spend-down endowment and the Network Sustainability Mechanism grows in importance for future mining rewards. If it stalls, the automatic stream keeps running and the treasury keeps compounding. Either way, holders should weigh the trade-off between predictable grant funding and disciplined treasury management rather than treating either outcome as settled.
FAQ
What is Zcash Community Grants funding?
It is a grants program financed by a portion of the ZEC block subsidy. As rules stand, ZCG gets 8% of newly created ZEC and allocates it to projects via a five-member committee chosen by a community advisory panel.
Why did Sean Bowe propose ending automatic ZCG payments?
Bowe says the program holds over $125M and will receive millions more before any change takes effect, and that it was never built to handle funding at that scale. His draft would redirect the 8% share to the Network Sustainability Mechanism until 2028 while leaving existing ZCG assets untouched.
How would the change affect ZEC holders?
Token supply would not be directly affected, but the destination of new coins and the governance of grant money would change. Funds ZCG already holds would remain, and the redirected share would go to a mechanism intended to keep ZEC out of circulation and reissue it through later block rewards.
